This Guide is intended for municipal decision-makers, who must consider the benefits and costs of implementing Community-based Planning (CBP). It comprises: (i) an introduction to the Guide; (ii) an overview of CBP, to be used in conjunction with the Facilitators’ Guide (iii) a guide for making a decision as to whether to undertake CBP. It is part of a set of 4 Guides and a resource book.
