Objective:  
Description: This project was funded by the World Bank to review experience of Pro-Poor LED in urban municipalities in South Africa. This involved a survey of the 30 largest centres, plus a number of case studies. 2 reports were written, one summarising the findings, and one on M&E of LED. Other partners in the project include Rhodes and Wits Universities, as well as SALGA, dplg, SACN, LGSETA.
