Objective:  
Description: This project involved a literature review of experience with decentralisation from a number of countries. Based on this a number of countries were selected for case studies (Benin, Burundi, Mali and Uganda). Lessons were drawn from these to make recommendations to DGCD about how to approach decentralisation
